José Manuel Balmaceda
José Manuel Balmaceda was president of Chile from 1886 to 1891. He used nitrate revenue for public works, but his conflict with Congress over the budget led to the civil war of 1891, in which the navy and Congress defeated the army loyal to him. After his defeat he took refuge in the Argentine legation and shot himself at the end of his term.
