Provisional People's Committee for North Korea

1946 CE – 1948 CE · capital Pyongyang

The Soviet-backed government led by Kim Il Sung that ruled northern Korea from 1946 and laid the groundwork for the North Korean state.

Origins

In February 1946 the Soviet Civil Administration convened a meeting of political parties and local people's committees in Pyongyang, which created the Provisional People's Committee for North Korea, with Kim Il Sung as chairman and Kim Tu-bong as vice chairman.

Rule and society

The committee carried out a radical programme in a few months: a land reform in March 1946 that confiscated landlords' estates and distributed them to farmers, a labour law, a law on equality of the sexes and the nationalisation of major industries in August 1946. Elections to local people's committees with single lists were held in November 1946. In February 1947 it was replaced by the People's Committee of North Korea, again chaired by Kim Il Sung.

Decline and legacy

A constitution was adopted in 1948, and the Democratic People's Republic of Korea was proclaimed in September 1948, with Kim Il Sung as premier.
