All-Russian Central Executive Committee
The All-Russian Central Executive Committee was the standing body of the All-Russian Congress of Soviets, exercising legislative power between its sessions from 1917 to 1937. Chaired briefly by Lev Kamenev, then by Yakov Sverdlov and, from 1919, Mikhail Kalinin, it was formally the highest organ of the Russian Soviet Republic, although real power lay with the Communist Party.
