Constitutio Romana

824 · 9th century

The Constitutio Romana was an agreement issued in 824 by the Frankish co-emperor Lothair I with Pope Eugene II. It placed the government of Rome under joint papal and imperial supervision, created imperial envoys to oversee papal officials, and required each newly elected pope to swear loyalty to the emperor before his consecration, strengthening imperial control over papal elections.
