Operation Bootstrap
Operation Bootstrap was the programme launched in Puerto Rico in the late 1940s by Luis Muñoz Marín and Teodoro Moscoso to industrialise the island's farming economy. It attracted US manufacturers with tax exemptions and cheap labour, turning Puerto Rico into a manufacturing economy within two decades. Many rural people nevertheless migrated to the mainland, especially to New York.
