Sinmun of Silla
Sinmun was king of Silla from 681 to 692, son of King Munmu. He put down a rebellion of nobles early in his reign and built the institutions of Unified Silla, dividing the realm into nine provinces and five secondary capitals and founding the Gukhak, the national Confucian academy, in 682. In 689 he replaced the officials' stipend villages with salaries.
