Dual kingship

Dual kingship is a system in which authority is divided between two rulers. In the Khazar Khaganate, the khagan held a sacred, largely ceremonial position while a second ruler, often called the bek, exercised practical military and administrative power. This arrangement was one of the distinctive features of Khazar government.
