Instructions of the Year XIII

1813 · 19th century

The Instructions of the Year XIII were the directions given in April 1813 by José Gervasio Artigas and a congress of the Eastern Province to its deputies at the assembly in Buenos Aires. They called for independence from Spain, a republican government, a federal union of the provinces and a capital outside Buenos Aires. Buenos Aires refused to seat the deputies, and the document became a founding text of Uruguayan federalism.
