Juan de Garay
Juan de Garay was a Basque-born conquistador who served in Peru and Paraguay. From Asunción he founded Santa Fe in 1573 and refounded Buenos Aires in 1580, decades after Pedro de Mendoza's first settlement had been abandoned. As governor in the Río de la Plata he distributed land and native labour, and he was killed by indigenous warriors in 1583.
