Montagu Declaration
The Montagu Declaration was a statement made in the British House of Commons on 20 August 1917 by Edwin Montagu, Secretary of State for India. It announced that British policy was the gradual development of self-governing institutions with a view to the progressive realisation of responsible government in India as part of the British Empire. It led to the Montagu–Chelmsford reforms enacted in the Government of India Act 1919.
