State Elder
The State Elder (Riigivanem) was the head of government of interwar Estonia, who under the constitution of 1920 also acted as head of state, as there was no separate presidency. Dependent on the confidence of the Riigikogu, State Elders changed frequently. The constitution of 1933 made the office far more powerful, and it was replaced by a president under the constitution of 1938.
