Institution
Urf
Urf is a term for customary law, and in the Safavid Empire it referred to the royal law administered through the Shah's courts. While Shia judges applied religious law to personal status and family matters, urf handled criminal, commercial and administrative cases that the Sharia courts could not efficiently process. This dual system reflected the balance between royal and clerical authority.
