Black Economic Empowerment

1990s– · 20th century · Also known as BEE

Black Economic Empowerment is a South African government policy, given legal form by the Broad-Based Black Economic Empowerment Act of 2003, that aims to redress the economic inequalities of apartheid. It encourages black ownership, management, employment and procurement through scorecards that affect government contracts and licences. Supporters credit it with expanding the black middle class; critics argue it has mainly enriched a politically connected elite.
