Donoughmore Constitution
The Donoughmore Constitution was the constitution of British Ceylon from 1931 to 1947, based on the report of a commission led by the Earl of Donoughmore. It introduced universal adult suffrage, the first in Britain's Asian or African colonies, and a State Council whose executive committees gave Ceylonese ministers a share of government. It was replaced by the Soulbury Constitution on the way to independence.
