Treaty Concerning the Permanent Neutrality and Operation of the Panama Canal

1977 · 20th century

The Treaty Concerning the Permanent Neutrality and Operation of the Panama Canal, usually called the Neutrality Treaty, was one of the two Torrijos–Carter Treaties signed by Panama and the United States in 1977. It declared the canal permanently neutral and open to ships of all nations in peace and war, and it allowed the United States to act to defend that neutrality. Amendments added by the US Senate before ratification in 1978 strengthened this right.
