Selim III
Selim III was Ottoman sultan from 1789 to 1807. After defeats by Russia and Austria he launched the Nizam-ı Cedid, a programme of military and fiscal reform built around a new European-style army, and opened permanent embassies in European capitals. His reforms were opposed by the janissaries, the ulema and provincial strongmen such as Osman Pazvantoğlu of Vidin; he was deposed in 1807 and killed the following year.
