Ahmad Qavam

1873–1955 · 20th century · Also known as Qavam os-Saltaneh

Ahmad Qavam, also known as Qavam os-Saltaneh, was an Iranian statesman who served five times as prime minister between 1921 and 1952. In 1946 he persuaded the Soviet Union to withdraw its troops from northern Iran by promising an oil concession, which the Majlis later rejected, and the Soviet-backed governments in Tabriz and Mahabad collapsed. His brief return in 1952 ended in riots that restored Mohammad Mosaddegh.
