Choe Seung-ro

927–989 · 10th century

Choe Seung-ro was a Confucian scholar and statesman of the Korean kingdom of Goryeo. In 982 he presented King Seongjong with a memorial of twenty-eight points on government, urging rule according to Confucian principles, limits on Buddhist expenditure and the sending of officials to the provinces. Seongjong adopted much of it, laying the foundations of Goryeo's centralised bureaucracy.
