Estrada Doctrine
The Estrada Doctrine was a principle of Mexican foreign policy set out in 1930 by Foreign Secretary Genaro Estrada. It held that Mexico would not grant or withhold formal recognition of foreign governments, since that meant judging their legitimacy and interfering in other states' affairs, but would simply keep or withdraw its diplomats. It became the basis of Mexico's long policy of non-intervention.
