Ethical Policy
The Ethical Policy was the colonial policy of the Netherlands in the Dutch East Indies announced by Queen Wilhelmina in 1901. Following criticism that the Netherlands owed a debt to the colony, it promised irrigation, education and emigration from crowded Java. Its schools produced a Western-educated Indonesian elite that went on to lead the nationalist movement.
