Institutional Acts
The Institutional Acts were seventeen decrees issued by Brazil's military governments between 1964 and 1969, which placed themselves above the constitution. They allowed the regime to purge Congress and the civil service, make presidential and governors' elections indirect, abolish the existing parties in favour of ARENA and the MDB, and, with Act Number Five, rule by decree.
