Kashag

The Kashag was the governing council of Tibet under the Ganden Phodrang government, formally established in 1751 after reforms by the Qing and the Seventh Dalai Lama. It normally had four ministers, the kalons, usually one monk and three lay officials, who answered to the Dalai Lama or regent. The name was later used for the cabinet of the Tibetan government in exile.
