Organic Acts of the Virgin Islands
The Organic Acts of the Virgin Islands are laws of the United States Congress that serve as the territory's constitution. The first, of 1936, created elected municipal councils for St Croix and for St Thomas and St John and extended voting rights; the Revised Organic Act of 1954 replaced them with a single elected legislature, while the governor remained appointed until 1970.
