Vakil al-Ruaya

Also known as Regent of the People

Vakil al-Ruaya, meaning Regent of the People, was the title adopted by Karim Khan, founder of the Zand Empire. He refused to take the title of Shah. This was a deliberate ideological choice that emphasised service to the population rather than dynastic self-aggrandisement.
