Yelü Chucai

1190–1244 · 13th century

Yelü Chucai was a Khitan statesman of the Liao royal line who served Genghis Khan and Ögedei as adviser and administrator. He persuaded the Mongols to tax the conquered farmlands of northern China rather than turn them into pasture, organised a regular tax system with a Chinese-style bureaucracy and protected Confucian scholars. His influence waned in Ögedei's last years.
