Dominion of New Zealand

1907 CE – 1947 CE · capital Wellington

New Zealand's four decades as a British dominion, which built one of the world's first welfare states and fought in both world wars.

Origins

New Zealand declined to join the Commonwealth of Australia in 1901. At the request of Prime Minister Joseph Ward, the Colony of New Zealand was proclaimed a dominion on 26 September 1907, signalling self-governing status within the British Empire. The change was largely symbolic, as the country already ran its own affairs.

Rule and society

William Massey's Reform government held office from 1912 to 1925 and sent the expeditionary force whose losses at Gallipoli in 1915 shaped national identity. Farm exports of wool, meat and butter to Britain dominated the economy, and the Depression hit hard. The first Labour government under Michael Joseph Savage, from 1935, built state housing and the Social Security Act of 1938. Peter Fraser led the country through the Second World War.

Decline and legacy

New Zealand was cautious about formal independence and did not adopt the Statute of Westminster of 1931 until November 1947. With that act it became fully sovereign, and the term dominion fell out of use.
