Abarsal
Abarsal was an ancient city-state of the twenty-fourth century BCE known from the archives of Ebla in Syria. A treaty between Ebla and Abarsal, preserved on a clay tablet, is one of the oldest known international agreements, setting out rules on boundaries, trade and the treatment of envoys and fugitives. The location of Abarsal is uncertain; scholars have placed it on the Euphrates or in northern Mesopotamia.
