Central Secretariat
The Zhongshu Sheng, or Secretariat, was one of the central organs of government in imperial China. It developed from the third century as the office that drafted imperial edicts, and under the Sui and Tang it formed, with the Chancellery and the Department of State Affairs, the Three Departments that shared the drafting, review and implementation of policy. It survived in various forms until the Ming abolished it in 1380.
