Drago Doctrine

1902 · 20th century

The Drago Doctrine was the principle, announced in 1902 by the Argentine foreign minister Luis María Drago, that no foreign power may use armed force to collect public debts from an American state. It was a response to the naval blockade of Venezuela by Britain, Germany and Italy, and a modified form was adopted at the Hague Peace Conference of 1907.
