Hay–Herrán Treaty
The Hay–Herrán Treaty was signed in January 1903 by US Secretary of State John Hay and the Colombian chargé d'affaires Tomás Herrán. It would have allowed the United States to build a canal across Panama, then part of Colombia, in a zone leased for 100 years. The Colombian Senate rejected it in August 1903, and the United States then backed the Panamanian independence movement in November.
