Northcote–Trevelyan Report

1854 · 19th century

The Northcote–Trevelyan Report of 1854, written by Stafford Northcote and Charles Trevelyan, recommended that the British home civil service be recruited by open competitive examination and promoted by merit rather than patronage. Its proposals were introduced gradually, with open competition becoming the norm from 1870, and created a permanent, politically neutral civil service.
