Odendaal Plan

1964 · 20th century

The Odendaal Plan was a scheme for South West Africa (Namibia) proposed in 1964 by a South African commission under Frans Hendrik Odendaal. It applied apartheid's homeland policy to the territory, dividing it into ethnic homelands for the black population and a larger area for whites, and was put into effect from the late 1960s. The plan was condemned by the United Nations and by the liberation movement SWAPO.
