Valka
Valka is a town in northern Latvia on the border with Estonia, forming a twin town with the Estonian town of Valga, with which it was one town until 1920. In 1917–1918 it was the seat of the Latvian Bolshevik government, Iskolat, and in 1917 the Latvian Provisional National Council was formed there. The border through the town was drawn by British arbitration in 1920.
