Iskolat

1917 CE – 1918 CE · capital Valka

Soviet government of unoccupied Latvia in 1917-1918, backed by the Latvian Riflemen, the first Latvian soviet state.

Origins

After the Bolshevik seizure of power in Petrograd in November 1917, Latvian Bolsheviks, strongly supported by the Latvian Riflemen, formed the Executive Committee of the Soviet of Workers, Soldiers and Landless of Latvia, known by its Russian acronym Iskolat. It governed the part of Latvia not occupied by Germany, with its seat in Valka and later Cēsis.

Rule and society

Iskolat declared the land of the Baltic German manors nationalised, introduced eight-hour working days and organised local soviets. It worked closely with Lenin's government in Petrograd but had little time to build institutions, and Latvian nationalists rejected it as illegitimate.

Decline and legacy

In February 1918 the German army advanced in Operation Faustschlag and occupied all of Latvia, and Iskolat fled to Russia. Its leaders later formed the Latvian Socialist Soviet Republic in December 1918, while nationalists proclaimed the Republic of Latvia.
