Boyar Duma
The Boyar Duma was the council of leading aristocrats that advised the grand princes of Moscow and the tsars of Russia until the early eighteenth century. Its members, holding the ranks of boyar, okolnichy and duma noble, deliberated on legislation, war and diplomacy, and laws were issued in the formula 'the tsar decreed and the boyars resolved'. Peter the Great let it lapse and replaced it with the Senate in 1711.
