Peter the Great
Peter the Great was Tsar and first Emperor of Russia, proclaimed emperor in 1721 after victory over Sweden in the Great Northern War. He reorganised the army, built a navy, founded St Petersburg and subordinated the Church to the state, reorienting Russia towards Western European models. His victory ended the Swedish Empire's dominance in the Baltic, and his Russia treated the Polish-Lithuanian Commonwealth as a client.
