Charles Belgrave
Charles Belgrave was a British official who served as adviser to the rulers of Bahrain from 1926 to 1957. Working with Sheikh Hamad ibn Isa Al Khalifa, he built up a modern administration, including courts, police, customs, municipal government and state schools, and controlled the state's finances as oil revenues grew. Arab nationalist protests in the 1950s targeted him, and he left Bahrain in 1957.
