Indian Councils Act 1909
The Indian Councils Act 1909, known as the Morley–Minto reforms after the Secretary of State John Morley and the Viceroy Lord Minto, enlarged the legislative councils of British India and introduced indirect election for many of their members. It also created separate electorates for Muslims, a measure sought by the All-India Muslim League and later criticised for deepening communal divisions.
