Saverne Affair
The Saverne Affair, or Zabern Affair, was a political crisis in the German Empire in 1913. In the Alsatian garrison town of Saverne a young Prussian lieutenant insulted the local population, and the army then arrested civilians without legal authority. The Reichstag passed a vote of no confidence in Chancellor Bethmann Hollweg, but the government ignored it, exposing both the power of the military and the resentment of Alsace-Lorraine towards Prussian rule.
