Urukagina

r. c. 2350 BCE · 24th century BCE · Also known as Uru-inimgina, Uruinimgina

Urukagina, or Uru-inimgina, was the last ruler of the First Dynasty of Lagash, reigning around 2350 BCE. His inscriptions describe reforms that curbed the abuses of officials and priests, cut fees, restored temple property and protected widows and orphans, often cited as the earliest known legal reform. Lugalzagesi of Umma conquered Lagash during his reign, shortly before Sargon of Akkad united Sumer.
