Cretan Koinon
Origins
Crete was divided among dozens of independent cities, chief among them Knossos and Gortyn, constantly at war. A common body of Cretans (koinon) appears in the 3rd century BCE, and around 216 BCE Philip V of Macedon was recognised as its protector (prostates), seeking influence over the island and its mercenaries.
Rule and society
The koinon had a council and a common court (koinodikion) to settle disputes between cities, and issued joint decrees and treaties. It never overrode local sovereignty, and wars such as the Lyttian War of the 220s BCE continued. Cretan archers served as mercenaries across the Mediterranean, and Cretan ports harboured pirates.
Decline and legacy
The league was revived and dissolved several times. Rome's war on piracy brought Marcus Antonius' failed attack in 71 BCE and then Quintus Caecilius Metellus' conquest of the island in 69-67 BCE, after which Crete became a Roman province with Gortyn as its capital.
