Ilshu-iliya
Ilshu-iliya was the governor of Eshnunna under the last king of the Third Dynasty of Ur, Ibbi-Sin. Around 2026 BCE, as the empire of Ur disintegrated, he broke away and ruled Eshnunna independently. His city became the centre of a kingdom controlling the Diyala valley and the routes from Mesopotamia into the Zagros mountains.
