Mixed constitution

A mixed constitution is a form of government combining elements of monarchy, aristocracy and democracy, so that each checks the others. Ancient writers such as Aristotle and Polybius praised Carthage for such a constitution. In the Punic Empire, power was shared among the suffetes, the council of elders and the popular assembly.
