Russian State
Origins
In September 1918 anti-Bolshevik groups meeting at Ufa created an All-Russian Provisional Government, a five-member Directory led by Nikolai Avksentiev. Based in Omsk, it called its territory the Russian State. On 18 November 1918 officers overthrew the Directory and made Admiral Alexander Kolchak Supreme Ruler.
Rule and society
Kolchak ruled as a military dictator, and other White leaders, including Denikin, formally recognised his authority. His government controlled Siberia and the Urals and held most of the Russian gold reserve. Its armies advanced towards the Volga in spring 1919, but reprisals, corruption and failure to win over peasants undermined it.
Decline and legacy
The Red Army counter-attacked, and Omsk fell in November 1919. Kolchak was handed over by the Czechoslovak Legion in Irkutsk and shot in February 1920. Remnants of his forces retreated to the Far East.
