October Manifesto

1905 · 20th century

The October Manifesto was a declaration issued by Tsar Nicholas II in 1905 under pressure from revolution. It promised civil liberties and created the State Duma as an elected legislative assembly. It made the Russian Empire a constitutional monarchy in name, though Nicholas consistently undermined the Duma's authority in practice.
