Grand Duchy of Finland

1809 CE – 1917 CE · capital Helsinki

Autonomous Finland within the Russian Empire, where Finnish national identity, institutions and the first female suffrage in Europe took shape.

Origins

Russia conquered Finland from Sweden in the Finnish War of 1808-1809. At the Diet of Porvoo in 1809 Alexander I promised to respect Finland's laws, Lutheran religion and estates, and Finland became a grand duchy with the tsar as grand duke. The Treaty of Fredrikshamn confirmed the transfer, and in 1812 the capital moved from Turku to Helsinki.

Rule and society

Finland kept its Swedish-era laws and had its own Senate, civil service, army for a time and, from 1860, its own currency, the markka. Alexander II convened the Diet regularly and allowed Finnish to become an official language. Elias Lönnrot's Kalevala, published in 1835, inspired the national movement. In 1906 a unicameral parliament was created, elected by universal suffrage including women, the first in Europe.

Decline and legacy

From 1899 Russification threatened Finnish autonomy, and Governor-General Bobrikov was assassinated in 1904. After the Russian Revolution, the Finnish parliament declared independence on 6 December 1917, and Soviet Russia recognised it, creating the Republic of Finland.
